House Bill 7 — Child Care Eligibility for Foster and Kinship Caregivers
Passed by the House Children and Human Services Committee
Would make foster and kinship caregivers eligible for Ohio’s Publicly Funded Child Care program.
House Bill 8 — Biomarker Testing Coverage
Passed by the House Health Committee
Would require health insurers and Medicaid to cover biomarker testing when it is used to diagnose, treat, manage or monitor a disease or medical condition. The legislation would not require coverage when testing is used solely for screening purposes.
House Bill 41 — Public-Private Partnership Child Care Grant Program
Pending in the House Finance Committee
Would establish a grant program to help employers develop on-site or nearby child care facilities, expand existing facilities and partner with child care providers, government entities and nonprofit organizations to increase child care capacity in their communities.
House Bill 95 — Support for the Ohio Veterans Education Council
Included in the state operating budget, House Bill 96
Provides $1.44 million in fiscal years 2026 and 2027 to support higher education institutions participating in the Ohio Veterans Education Council.
House Bill 167 — Employer Child Care Tax Credit
Pending in the House Ways and Means Committee
Would create a nonrefundable tax credit for employers that provide qualifying child care benefits to their employees. The credit would apply to up to $500,000 in eligible expenses per calendar year.
House Bill 519 — Criminal Tools and Motor Vehicle Theft
Pending in the Senate Judiciary Committee
Would establish that possessing or controlling an electronic device or tool with the intent to steal a motor vehicle is prima facie evidence of the criminal purpose required for a possessing-criminal-tools offense. The bill would also create a classification for repeat juvenile motor vehicle theft offenders. The legislation was developed with the Dayton Police Department.

In addition to helping secure increased funding for early childhood health care, child care, preschool, K–12 education, higher education and career training, Representative White introduced and advanced legislation across a wide range of priorities.
House Bill 7 — Strong Foundations Act
Passed by the House; key provisions enacted through House Bill 33
Addresses Ohio’s infant and maternal mortality rates and seeks to improve health, learning and developmental outcomes during a child’s first 1,000 days through investments in proven programs and services.
House Bill 24 — Biomarker Testing Coverage
Passed by the House
Would require health plans and Medicaid to cover biomarker testing when supported by medical and scientific evidence and accepted standards of care. Biomarker testing can help patients receive more precise treatment while reducing unnecessary costs, delays and suffering.
House Bill 56 — Increased Penalties for Street Takeovers and Fleeing Police
Signed into law October 24, 2024
Strengthens penalties for dangerous street takeovers, stunt driving and reckless driving. It also increases penalties for fleeing police in a motor vehicle and requires law enforcement agencies to adopt written pursuit policies and train officers accordingly.
House Bill 76 — Innovate the Code
Enacted through House Bill 33
Modernizes notice and data-storage requirements in the Ohio Revised Code, eliminating outdated publication and delivery requirements and saving taxpayer dollars.
House Bill 190 — Black Maternal Health Week
Passed by the House
Designates April 11–17 as Black Maternal Health Week to increase awareness of racial disparities in maternal and infant health and encourage efforts to prevent maternal and infant deaths.
House Bill 312 — Regional Education Partnerships Program
Enacted through Senate Bill 208
Places the Regional Education Partnerships Program within the Ohio Department of Education and Workforce. The program helps communities build cradle-to-career collaborations that prepare young people for success and support Ohio’s postsecondary credential-attainment goals.
House Bill 338 — Child Support for Adult Children with Disabilities
Enacted
Creates greater consistency across Ohio by allowing a divorcing parent to ask a court to award child support for an adult child whose disability prevents the individual from living independently.
House Bill 388 — Lead-Safe Renovation, Repair and Painting
Considered by the House Public Health Policy Committee
Would transfer enforcement of the federal Lead Renovation, Repair and Painting Rule from the U.S. Environmental Protection Agency to the Ohio Department of Health. The legislation seeks to increase education about and compliance with safe renovation practices in homes and buildings constructed before 1978.
House Bill 452 — Health Care Workplace Safety Act
Enacted
Requires hospitals and health care systems to create workplace security plans and systems for reporting and tracking incidents. It also strengthens de-escalation training and internal communication to help protect health care workers from workplace violence.
House Bill 484 — Child Care Grant and Employer Training Initiative
Considered by the House Finance Committee
Would expand community child care capacity through partnerships among employers, providers, government agencies and community organizations. The legislation proposed grants of up to $750,000 and an employer design lab to help address Ohio’s interconnected workforce and child care challenges.
House Bill 571 — Suicide Prevention and Crisis Resources for Students
Enacted through Senate Bill 234
Increases awareness of statewide and local mental health resources by requiring the 988 Suicide and Crisis Lifeline and other helpline information to appear on high school and college student identification cards, planners or online portals.
House Bill 572 — Educator Preparation Program Survey
Enacted through Senate Bill 94 on October 24, 2024
Requires the Chancellor of Higher Education to review the classroom management, behavior management and mental health instruction offered through Ohio’s teacher and administrator preparation programs. The goal is to ensure educators are better prepared to support students and remain successful in the classroom.
House Bill 576 — Employer-Provided Child Care Tax Credit
Would provide employers with a tax credit of up to $500,000 for investments in on-site or nearby child care and assistance with employees’ child care expenses.
House Bill 577 — Child Care Expense Tax Credit
Would provide parents and caregivers with an income tax credit of up to $3,000 per child or $6,000 per family for child care expenses. Refundability would be determined through an income-based sliding scale.
House Bill 578 — Tax Credits for Contributions to Child Care Programs
Would create a 50% tax credit for qualifying contributions to home- and center-based child care providers, with a maximum credit of $100,000.
House Bill 580 — Publicly Funded Child Care for Foster and Kinship Families
Would expand access to Publicly Funded Child Care for children in foster care and long-term kinship care.
House Bill 583 — Accountability and Transparency for Youth Group Homes
Enacted through House Bill 315
Strengthens accountability and transparency requirements for youth group homes.

The following legislation introduced and advanced by Representative White became law:
House Bill 244 — School Enrollment for Military Families
Expanded access to school enrollment for military families preparing to move to Ohio.
House Bill 252 — Speech and Hearing Services
Expanded access to speech and hearing services and established a professional licensure compact for audiologists and speech-language pathologists, including military spouses and other professionals moving to Ohio.
House Bill 343 — Protecting Crime Victims’ Rights
Aligned the Ohio Revised Code with the Marsy’s Law constitutional amendment to strengthen compliance, enforcement, accountability and consistency in protecting crime victims’ rights.
House Bill 427 — Combating Human Trafficking
Strengthened penalties for human traffickers who use drugs to control their victims.
House Bill 440 — Ohio Gains Initiative
Helped reduce loan rates for farmers as they faced rising operating costs and food-price pressures.
House Bill 569 — Hidden Heroes Scholarship Program
Established scholarships for caregivers of veterans with 100% service-connected disabilities.
House Bill 473 — Memorial Highway Designations
Designated portions of State Route 48 in honor of Sergeant Cameron H. Thomas and Sergeant Kevin J. Lannon. The provisions were incorporated into a larger road-designation bill and signed into law.
A formatting note: I removed the duplicate House Bill 569 entry, standardized capitalization and committee-status language, corrected “dueling workforce and child care crises” to “interconnected workforce and child care challenges,” and separated Andrea’s sponsored legislation from bills handled through her committee leadership.
